The document on the left is my most recent submission to the FAA regarding the real world experience of aircraft noise and appropriate ways to measure citizen annoyance from it. It is a response to the FAA’s request for comments, to be considered in their aircraft Noise Policy Review. The first page contains background establishing my credentials. Below are some of my more recent presentations (not in chronological order). Note that my current plans are to expand this information when I am no longer on City Council at the end of 2023.

On March 8, 2015 Councilman Clay presented the need for a new aircraft noise metric at the semiannual N.O.I.S.E. meeting in DC. His purpose was to solicit the support of this national organization (College Park is a member.) to petition Congress to mandate a new noise standard that truly reflects the impact of NextGen aircraft navigation on citizens located beneath the flight tracks.
On February 9, 2018 Councilman Clay presented considerations for mitigating aircraft noise in College Park, GA. to students and researchers at Georgia Tech. Georgia Tech has been doing research for the FAA on aircraft noise.
On February 22, 2021, This FAA webinar was presented. It discusses FAA research on Aircraft Noise and explains the results of the Neighborhood Environmental Survey. Click on the image to view the webinar on the FAA You Tube channel.
On February 24, 2021 Councilman Clay presented a primer on “Aircraft Noise in District 60” at Rep Kim Schofield’s Town Hall. Dr. Nissalke from HJAII Airport commented on flight statistics, actual flight paths, etc. Emily Tranter, Executive Director of N.O.I.S.E., gave that national organizations perspective, and Jim Allerdice, consultant and ex-air traffic controller, answered some technical questions. Rep. Schofield intends to publish a recording of the meeting on her Facebook page.
